  • FIFA Adjudicatory chamber of the independent Ethics Committee sanctions Juan Angel Napout

    The adjudicatory chamber of the independent Ethics Committee has found Mr Juan Ángel Napout, a former President of the Paraguayan Football Association and the South American Football Confederation (CONMEBOL) as well as a former FIFA Vice‑President who had also been a member of several FIFA committees, guilty of bribery in violation of the FIFA Code of Ethics.

    The investigation proceedings against Mr Napout referred to bribery schemes during the period from 2012 to 2015 in relation to his role in awarding contracts to companies for the media and marketing rights to CONMEBOL competitions.

    In its decision, the adjudicatory chamber found that Mr Napout had breached art. 27 (Bribery) of the FIFA Code of Ethics and, as a result, sanctioned him with a ban for life on taking part in any football-related activities (administrative, sports or any other) at both national and international level. In addition, a fine in the amount of CHF 1,000,000 has been imposed on Mr Napout.

    The decision was notified to Mr Napout today, the date on which the ban comes into force.

    El Órgano de Decisión de la Comisión de Ética independiente sanciona a Juan Ángel Napout

    El Órgano de Decisión de la Comisión de Ética independiente ha declarado al Sr. Juan Ángel Napout, expresidente de la Asociación Paraguaya de Fútbol (APF) y de la Confederación Sudamericana de Fútbol (CONMEBOL), así como exvicepresidente de la FIFA y exmiembro de varias comisiones de la federación internacional, culpable de cohecho por infringir el Código de Ética de la FIFA.

    La investigación al Sr. Napout guarda relación con una serie de sobornos durante el periodo comprendido entre 2012 y 2015, vinculados a sus funciones en la concesión de derechos de televisión y marketing de torneos de la CONMEBOL.

    En su decisión, el Órgano de Decisión consideró que el Sr. Napout violó el art. 27 (Cohecho) del Código de Ética de la FIFA, por lo que se le ha inhabilitado de por vida para participar en actividades relacionadas con el fútbol (administrativas, deportivas o de otra índole) tanto en el ámbito nacional como en el internacional. Asimismo, se le ha impuesto una multa de 1 000 000 CHF.

    La decisión se ha notificado al Sr. Napout el día de hoy, fecha en la que la inhabilitación entra en vigor.
